The Adaptive Capacity Vision

What:

Harness industrial capacity to complement and mitigate shortfalls in organic SB capabilities to enable military deployments at pace and scale. Deliver immediate readiness in Years 0-3. Support transformative initiatives for Years 0-10 (HoC Sp lead).

How:

Stand up the Adaptive Capacity Alliance to understand how Defence might partner with industry to support warfighting at pace and/or scale through TTXs and other collaboration activities.

End State:

 An established, trusted, resilient and scalable industrial partnership ecosystem in the strategic base that complements Defence’s organic capabilities and mitigates critical shortfalls.

Adaptive Capacity is a Defence initiative designed to ensure the Strategic Base can support military deployments at pace and scale by complementing organic capability with assured, pre‑agreed access to industry in times of crisis and war. It recognises that Defence alone cannot sustain large‑scale or prolonged activity and therefore establishes trusted partnerships with key sectors such as logistics, warehousing, distribution, ports, energy and specialist workforces to mitigate critical shortfalls. Through mechanisms such as the Adaptive Capacity Alliance, memoranda of understanding, and structured testing via exercises and wargames, Defence builds a scalable and legally underpinned industrial ecosystem that can be rapidly activated, delivering immediate readiness in the short term and supporting longer‑term transformation of the Strategic Base in line with wider Defence and government objectives.
