COVID-19 Update The pandemic continues to have a significant impact on our society with the majority of MOD and industry partners continuing to work remotely from home.

All meetings between MOD and TD-Info member organisations are now being run virtually using Microsoft (MS) Teams and our Working Groups are supported with a web-based collaboration space (Kahootz).

New Strategy Board On 10 June we held the first Team Defence Strategy Board which reflects the new ‘single’ governance for TD-Info and reviews the work of the previously separate Joint Information Group (JIG) and the Defence Industry Support Chain Optimisation Group (DISCOG). The Board will now convene on a quarterly basis to update senior sponsors on TD-Info activities and ensure they remain aligned to the strategic direction of MOD and industry partners. The new TD-Info governance model is currently being developed.

New Appointments Dave Wall from BAE Systems is now Industry Co-chair for the Combined Technical Documentation Working Group (CTDWG) that supports the MOD in developing policy, advice and guidance for producing coherent technical documentation; Michael Ingledew from Tech Data World is also now the Industry Co-Chair of the CTDWG UK S1000D Sub Working Group and the Primary UK Industry Representative on the UK ASD S1000D National Sub Group.

Support Chain Seminar 2020 (SCS20) Planning continues for the annual SCS20 seminar which will take place on 23 and 24 September. This year we are planning a 2-day event with the theme of ‘Digital Support in Defence’ and will build upon the successful LOGNET20 event that was held in March 2020.

Keynote speakers (STC) will include MOD Chief of Defence Logistics and Support (CDLS), Lt Gen Richard Wardlaw; DG Strategic Enablers and Deputy CEO @ DE&S, Adrian Baguley and; MOD CIO Charlie Forte. The event provides a valuable opportunity for MOD and TD-Info members to stay up-to-date on key initiatives and engage with the combined MOD/Industry working groups.

We are aiming to hold the SCS20 ‘in-person’ at the STEAM Museum in Swindon but this will be dependent on COVID-19 restrictions. In parallel, we are planning a virtual event to enable conference participants to engage in the presentations and workshops remotely. There will also be an opportunity for TD-Info members to host and exhibit ‘virtual’ trade stands.

Recent Events A number of key Working Groups (WG) and notable team meetings have recently taken place:

On 18 June we hosted our first, combined, Team Defence Town Hall virtually using Microsoft (MS) Teams. Chaired by Paul Andrews, BAE Systems, the Town Hall provided important updates on activities underway by MOD and industry partners across the DISCOG and JIG Working Groups. In excess of 100 people attended the event and enjoyed the interactive on-line discussions. The Town Hall presentations can be accessed via the TD-Info collaboration space here. The next Town Hall is scheduled for 17 December 2020.

The final meeting of the DISCOG Strategy Board in the current format was held in June; notes from the meeting will be available on the website shortly. In future the DISCOG Strategy Board will be replaced by the Team Defence Strategy Board.

The recent Supply Chain and Support Engineering Working Group (SCSEWG) was held as a virtual Teams meeting and was very well attended. The meeting provided an update on the activities of the Def Stan 00-600 Working Group and a presentation on the recent Asset Management White Paper; supporting information on these topics is available here. A MODCloud Working Group (WG) has been established following a request by MOD to facilitate a collaborative project with industry to increase utilisation of the MODCloud hosting and applications services being provided by Microsoft and Amazon Web Services. The key features of MODCloud include:


• Uses best of breed technology
• Designed to drive efficiencies and enable cost reduction across Defence ICT programmes
• Sets the standards for Defence application development
• Hosted within environmentally efficient Data Centre compliant with Green ICT Government strategy

The Artificial Intelligence Sub-Working Group (AI SWG) ran a series of 45-minute webinars between 29 June and 3 July with presenters from industry, Defence Science and Technology (Dstl), the RAF and the Knowledge Transfer Network. Each webinar consisted of a short presentation followed by a Q&A session on topics including the application of AI for supply chain and prognostics. The Forecast and Resource Planning Working Group (F&RPWG) now convenes on a fortnightly basis. The importance of Forecast and Resource Planning as a key strategic initiative was reinforced recently by CDLS, Lt Gen Richard Wardlaw. The F&RPWG membership has, to date, been limited to Industry equipment suppliers and the focus has been on engaging those companies in the F&RP programme of work. The first F&RPWG project is now underway on the Wildcat platform and over the forthcoming weeks ‘discovery data’ is being gathered by the team led by Keith Rushton from the MOD and Jason Brink from Leonardo. Keith chairs the F&PWG on behalf of MOD and Kevin O’Reilly from Sopra Steria chairing on behalf of Industry; several initiatives and platforms are being considered and there is strong desire to open the group up to as wide and diverse range of industry suppliers as possible. Microsoft Office 365 is growing in prevalence across the Defence enterprise, offering organisations a range of productivity opportunities for businesses; ensuring the system is appropriately configured for UK defence is integral to supply chain security. TD-Info recently established a new Office 365 Working Group (O365WG) in collaboration with Microsoft, the Defence Digital Cyber Defence and Risk team, the Aerospace and Defence Manufacturing Information Exchange and broader industry, to ensure best practice is adhered to and the productivity opportunities are exploited. Commodity Usage Principles and Assurance (CUPA) Process For many years the MOD has operated the ‘DIPCOG’ approach that approved information security products and services for both Defence and its suppliers, but this has largely been taken over by events. Ian Bryant, Assistant Head for Policy at the Directorate for Cyber Defence and Risk recently launched the joint MOD/TD-Info programme to introduce a new approach to assuring commodity products and services. The proposed CUPA process is currently under consultation and identifies methods of assuring that Off The Shelf (OTS) products and services meet the required standards security requirements specified in JSP440 and Def Stan 05-135. It is expected that items that pass the CUPA process will be awarded a CUPA ‘Kite Mark’ and become eligible for MOD catalogue procurement. The JIG Trading Forum continues to support the MOD with its Contracting, Purchasing and Financing (CP&F) activities. MOD announced that the new e-Catalogues functionality hosted on the Government e-Marketplace (GeM) went live on 22 June 2020. There are now 28 MOD specific Technology Products catalogues available in GeM and will increase over the next few months; this new feature of CP&F is currently available to iProcurement Users ordering items from the Technology Products Catalogues. All other catalogues in CP&F will continue to work as before. Access to the e-Catalogues provides iProcurement Users with an “Amazon-like” experience with real time pricing and so out-of-date pricing and information will no longer cause additional processing. Forthcoming Key Events A number of key events and activities are scheduled for the forthcoming months:

TD-Info is working in collaboration ADS and the UK Defence Solution Centre to support the MOD Central Programmes team with Test and Evaluation (T&E) for Future Capability. A series of four virtual meetings are planned for Monday 13 July and Tuesday 14 July. The aim will be to help understand the new technology horizon and harness Defence and Industry initiatives to put in place the strategic planning needed to align a future T&E Enterprise to meet MOD requirements. The next Robotics and Autonomous Systems Sub-Working Group (RAS SWG) event will be a series of webinars at the end of July 2020. The Joint Information Group – Vanguard (JIG-V) has continued to operate remotely during the recent lockdown, running a series of webinars, workshops and project meetings. Publications and White Papers

The Sustainable Defence Support Sub-Working Group (SDSp SWG) - announced at the LOGNET Event in March 2020 – is a new MOD and Industry collaboration looking to develop the roadmap for accelerating Defence on its journey towards Net Zero50 and more self-sustaining solutions. The SDSp SWG is producing a White Paper which should be available late July 2020. Contributors to the White Paper include Defence Support, Front Line Commands, OEMs, Consultancies, academia and SMEs specialising in the sustainable circular economy and low carbon solutions. The Engineering Support Transformation User Forum (ESTUF) continues to engage and assist the MOD with the evidence base and sharing of best practice to inform their programme business case. Most recently the TD-Info task team developed an Asset Management White Paper which has been well received and generated considerable interest. Policy and Standards A number of recent policy and standards are available for information:

JSP 935 – Software Acquisition Management for Defence Last month Steve Hyde, DE&S Head of Programmes & Strategy, invited Industry partners to review and provide input to Part 1 of JSP 935 which covers Software Acquisition Management in defence programmes. Tim King, TD-Info Delivery Continuity Executive, offered to consolidate the response which was extremely positive with over 32 separate replies and over 300 comments, recommendations and suggestions. Further meetings between DE&S and industry are being planned to discuss the feedback and further engagement on the subject.

JSP 940 – MOD Policy for Quality JSP 940 details the quality policy that shall be applied across MOD organisations for the assurance of acquisition, engineering and logistics support in delivery of defence capability.
