COVID-19 Update The pandemic continues to have a significant impact on our society with the MOD, Industry, and many individual volunteers now actively involved in supporting our health services and local communities during the pandemic. TD-Info would like to acknowledge and praise the efforts of everyone involved in the MOD COVID Support Force and their contribution to the coronavirus support activities reported here on the gov.uk website.

Since our last monthly newsletter, the COVID restrictions have begun to gradually ease and the UK Government has issued new guidelines on returning to work.

TD-Info staff are operating remotely from home and we continue to support the MOD and industry partners working online as our ‘new normal’ utilizing web-conference calls and our TD-Info Share collaboration tool (running on Kahootz).

Working this way, we have collectively been able to maintain the various Working Groups and provide opportunities for TD-Info Members to engage with MOD partners, peers, and colleagues across the Defence community. As always, keep safe and well.

New Members We welcome Dassault Systemes as a new Member and Lead Sponsor of TD-Info. Phil Williams and John Kitchingman, Managing Director Euronorth, recently signed the membership agreement and both parties look forward to working in collaboration with the MOD and other Members to support the many transformation initiatives. We also welcome Troika as a new Member of TD-Info; Troika provide Management Consulting and IT Solutions to a number of global defence organisations.

New TD-Info 3 Star Advisory Board May saw the inaugural meeting of TD-Info 3 Star Advisory Board. Our Chairman, Dr Jon Hall, representing the Defence Suppliers Forum, was joined by CDLS Lt Gen Richard Wardlaw, Head of Joint Enablers at DE&S Adrian Baguley and Air Cdr David Rowland, representing the MOD CIO.

This new Board will review our current activities, combining the work of the Joint Information Group (JIG) and the Defence Industry Support Chain Optimisation Group (DISCOG) and will lead to the formation of a ‘single’ governance entity for TD-Info. The Board members will also highlight areas to focus on within their bailiwicks: remote and collaborative working, issues around the classified environment, exploitation of ‘Digital Twins’, the synthetic training environment, Business Modernisation for Support (BMfS) and last, but by no means least, ‘Sustainability’.

Forthcoming Key Events

The annual Support Chain Seminar 2020 (SCS20) is scheduled to take place on 23 and 24 September. This year we are planning a 2-day event with the theme of ‘Digital Support in Defence’ and will build upon the successful LOGNET20 event that was held in March 2020.

SCS20 is currently planned to be held ‘in-person’ at the STEAM Museum in Swindon but will be dependent on COVID restrictions. Alternatively, a virtual platform will be available for conference participants to engage in the presentations and workshops remotely.

The agenda and keynote speakers are currently being confirmed but we anticipate presentations from: CDLS, Lt Gen Richard Wardlaw; DE&S, Adrian Baguley and; MOD CIO Charlie Forte

Team Defence Town Hall Briefing On 18 June the first combined DISCOG and JIG Town Hall meeting will take place. Because of the current circumstances this will be a Microsoft (MS) Teams meeting. The agenda is currently being finalised but will include important updates from MOD Defence Support and DE&S as well as how Industry engagement with Defence Support is evolving. There will be updates too on a range of important projects. Everyone is encouraged to register for the event. Please watch here for further details.

TD-Info Working Groups (WGs) A number of WGs and notable team meetings have recently taken place:

The Second Trading Forum Meeting of 2020 was held once again as a MS Teams meeting. The primary discussions centred around MOD progress on E-Sourcing and E-Catalogues, as well as DPPN Interim Payments provisions and other commercial/procurement updates. Minutes of the meeting and supporting presentations are available here.

The Additive Manufacturing Sub-Working Group (AdM SWG) recently completed a series of 8 webinars covering various related topics. The presentations from these webinars currently available can be found here and the audio can be heard on the TD-Info podcast channel.

The Artificial Intelligence Sub-Working Group (AI SWG) is planning to run a similar series of 45-minute webinars between 29 June and 3 July. Each webinar will consist of a short presentation followed by Q&A session. Further programme details are to be issued shortly so please check the TD-Info website Calendar and register here.

As part of the TD-Info Podcast Series our MD, Phil Williams, recently spoke to our new Chairman, Dr Jon Hall. In this episode they discussed the Babcock technology strategy, their approach to sustainability and the importance skills for future growth. The podcast will soon be available via the TD-Info podcast channel.

In May we held the first session of the combined Joint Information Standards Coordination Team (JISCOT) and the DEF STAN 00-600 working groups in recognition of their aligned attendance and interests. The meeting was a success and future sessions will mirror this combined agenda.

This month’s Information Security Forum (ISF) was held virtually for the first time due to the COVID19 situation. The meeting was split into two parts, with the first session focussing on the MOD update and routine ISF work. The second session covered the future of Cyber Essentials from IASME and the Cyber Security Board from DCMS.

The Industry Customer Engagement Forum (ICEF) has maintained its 6-weekly meeting rhythm and will meet, virtually, again on 8 June. The successful resolution of the Assets Subject to Special Controls issue has provided an opportunity to address the difficulties that some Industry-based users experience when ordering high-grade security materiel from the National Distribution Agency. Although relatively few TD-Info members have been affected, it highlights a more general problem that Industry customers are not afforded the priority their requirements merit. To raise awareness of the risk to Defence, the ICEF has developed a dual-perspective risk register to illustrate both MOD and industrial consequences that may result. The Forecast and Resource Planning Working Group (F&RPWG) has now begun. Co-chaired by Keith Rushton from the MOD and Kevin O’Reilly from Sopra Steria on behalf of Industry, the F&RPWG contributes to the design and development of the approach to shared F&RP information exchange and situational awareness. MOD Defence Support Transformation has a four-year funded programme to embed the F&RP process across all Defence capabilities; the F&RPWG ensures Industry is fully engaged in developing and refining the process as it evolves. The first group project is on Wildcat with other equipment types and platforms to follow. More information is available here.

The recent Skype for Business Project (S4B) project survey received 96 responses from 69 separate organisations (including different departments/companies of the larger TD-Info members). This fantastic response will help inform and shape the next phase of the Skype for Business/ Team Federation project. Many thanks to all those who took the time to complete the questionnaire.

Publications and White Papers

The Sustainable Defence Support Sub-Working Group (SDSp SWG) - announced at the LOGNET Event in March 2020 – is a new MOD and Industry collaboration looking to develop the roadmap for accelerating Defence on its journey towards Net Zero50 and more self-sustaining solutions. The SDSp SWG recently held an initial ‘kick-off’ meeting to discuss the scope and plan for producing a White Paper over a 12-week period. Contributors to the White Paper include Defence Support, Front Line Commands, OEMs, Consultancies, academia and SMEs specialising in sustainable circular economy and low carbon solutions. The Engineering Support Transformation User Forum (ESTUF) has produced a White Paper on Asset Management. Utilising information and case studies from different organisations and industries, the paper shows how applying the ISO 55000 Asset Management (AM) Framework’s 39 subjects across Defence and specifically Engineering Support will help overcome numerous challenges faced by UK Defence to deliver significant benefits and savings. A short executive summary of the White Paper is now available for members to access here; a longer version of the White Paper will be available soon. The ESTUF would like to thank everyone who contributed to the White Paper. Special thanks go to Pierre-Michael Delamotte from Atkins for leading the task group and all his hard work in editing the various drafts and preparing the final version.

The ESTUF has also produced a White Paper on Information Architecture for Engineering Support Transformation. With technology advancing at an unprecedented pace, the paper identifies that a key foundation to enable the benefits of digitalisation of Engineering Support to be delivered is an Information Architecture that defines the principles, policies and guidelines for the creation, management and sharing of data and meta-data in an agile and flexible way that protects the Digital Threads required for through-life Engineering.
